How to develop pocket pc applications

I need to write an app for an old PDA. I am unsure about what tools to use since the OS is so old. I have all the MS VisualStudio 2008 Express modules, but i'm not sure if they would be compatible?

Regarding the program I need. Very generally, it will need to play very short video sequences in response to external sensors - IR, motion, sound, etc. The sensors will most likely be going to a microcontroller like an ATMEL 128, and that MCU would be the thing telling the PDA to play the videos. My programming skills are very meager, but not non-existant. At this point I have basic knowledge of C++ and Pbasic (a version of basic used by the BasicStamp2 microcontroller).

Is there any method through which we can disable the scrollbar for the landscape mode in pocket pc for any windows mobile application.

My application has its own scrollbar and scrolling methods. How can i override the default behavior?

I need to detect device like sd cards on wince pda .. it is posible using window messages WM_DEVICECHANGE in any ui app but i need to do this in any self registering service n that is going to be nearly impossible for me.
any help !!
